Step 1:

Let's start out by creating a new file. I used a 900x500 pixels canvas set at 72dpi, and I filled my background with a black color. Now create a new layer set and name it 'Text Design'.

Select the Horizontal Type Tool and set the font family to Georgia Ref, regular, 110 pt, crisp and #00BAFF color shade. In a new text layer type your website name or whatever name you want to use.

Step 2:

Under Layer Style(Layer > Layer Style) add an Inner Shadow and Satin blending options to your text layer.

Step 3:

Now add another copy of your text layer with a white color and the same font settings from step one.

Step 4:

Under Layer Style(Layer > Layer Style) add an Inner Shadow, Inner Glow and Stroke blending options to your white text layer. Then set the layers blending mode to Darken.

Step 5:

Duplicate your 'Text Design' layer set and merge it down through Layer > Merge Layer Set. The duplicated layer set should turn into a layer. Now go to Filter > Blur > Guassian Blur and apply a 4.0 pixels radius guassian blur.

Step 6:

Now go back to Filter > Blur > Motion Blur and set the angle to 90 degrees at 31 pixels distance. Then drag down the blurry text design layer down so its fading from the original text design.

Step 7:

Under Layer Style(Layer > Layer Style) add a Satin blending option to your layer from step six.
